The European Broadcasting Union EBU is looking for a Head of Employee Services.
ABOUT THE PEOPLE & CULTURE DEPARTMENT

PRINCIPAL RESPONSIBILITIES OF THIS POSITION
As Head of Employee Services, you will lead the delivery of all HR operations across EBU locations, ensuring operational excellence, regulatory compliance and a seamless employee experience throughout the organisation.
Reporting to the Director People & Culture, you will manage a team of three and play a pivotal role in shaping efficient, compliant and future-ready HR services in a complex, international environment.
HR Operations & Employee Lifecycle Management
Lead all HR operations including employee administration, HRIS, data analytics, compensation & benefits.
Oversee the full employee lifecycle: onboarding, contracts, mobility, relocations, insurances, exits.
Ensure high-quality delivery from external providers (payroll, HRIS, legal, insurance, pension).
Drive continuous process improvement and operational efficiency.
Payroll & Compensation Management
Ensure accurate and compliant payroll across all EBU locations.
Implement and manage competitive compensation & benefits programmes aligned with market practice and EBU philosophy.
Lead salary benchmarking and annual salary review cycles in close collaboration with Finance and People & Culture leadership.
Strengthen stakeholder understanding of compensation frameworks and policies.
Compliance, Governance & Risk Management
Ensure compliance with Swiss and multi-country employment legislation.
Act as custodian of HR policies, ensuring regular updates and relevance.
Guarantee GDPR compliance and integrity of staff data and HRIS systems.
Manage employee relations matters with professionalism, discretion and risk awareness.
Data, Reporting & Management Information
Provide timely, reliable HR metrics and analytics to support leadership decision-making.
Leadership & Team Management
Lead, coach and develop a team of three HR professionals.
Contribute actively to the People Committee and broader People & Culture community.
Ensure effective budget management for the unit.
YOUR SKILLS AND EXPERIENCES
Minimum 10 years of HR administration experience in an international environment, including Switzerland and multi-country jurisdictions.
Strong knowledge of Swiss labour law and Swiss benefits systems.
Deep understanding of GDPR and HR compliance frameworks.
Solid expertise in payroll, compensation & benefits, and HRIS management.
Strong analytical mindset with the ability to translate data into insights.
Proven ability to manage complexity across operational, financial and human dimensions.
Excellent organisational, prioritisation and stakeholder management skills.
Resilient, discreet and service-oriented, with a growth mindset and strong team spirit
LANGUAGE
Proficient in English and French (written and spoken)
Additional languages are an asset.
EDUCATION
Bachelor’s degree in Human Resources or equivalent tertiary education
ADDED VALUE
Additional experience in the following areas would be a bonus:
HR digital transformation initiatives.
International mobility and cross-border employment frameworks.
Vendor negotiation and optimisation of outsourced HR services.
