The European Broadcasting Union EBU is looking for a Head of Talent Management.
ABOUT THE PEOPLE & CULTURE DEPARTMENT
The People & Culture team fosters a vibrant, inclusive and high-performing environment where individuals and teams can thrive. We attract, develop and retain outstanding talent through forward-looking people practices, leadership development and a culture anchored in EBU’s values. The department ensures consistent People and Culture strategies and employee experience standards across all EBU locations.
PRINCIPAL RESPONSIBILITIES OF THIS POSITION
As the Head of Talent Management you create and implement talent management tools and frameworks that attract and develop talent, foster a high-performance culture, and deliver an integrated learning and development strategy aligned with EBU’s core values.
Talent Strategy & High-Performance Culture
Design and implement talent management frameworks that strengthen organisational capability and embed a high-performance culture aligned with EBU values.
Shape and communicate a compelling narrative around leadership development, coaching, mentoring and shared learning.
Embed and monitor diversity-related KPIs across talent processes.
Recruitment & Onboarding
Oversee effective, bias-aware recruitment and talent attraction strategies across all locations.
Facilitate recruitment panels, ensuring robust preparation and objective decision-making.
Lead the design and implementation of a global onboarding programme for all levels.
Performance Management & Learning
Own the performance management framework organisation-wide.
Build future-fit capabilities through integrated learning and development initiatives.
Leverage digital learning technologies to enhance impact and scalability.
Lead intern and apprentice programmes in line with EBU’s learning and social impact principles.
Promote wellbeing and foster an inclusive, respectful and balanced work environment.
Talent Assessment, Succession & Advisory
Partner with leadership to drive talent reviews, succession planning and workforce planning.
Provide guidance on conflict resolution and complex people matters.
Support team retreats and engagement initiatives that reinforce organisational values.
Contribute to People Committee initiatives and community-wide talent projects.
Leadership & Team Management
Line manage and develop a team of 2-3 experts, enabling growth and high performance.
Ensure effective budget management for the unit and related projects.
This is a multi-dimensional leadership role with significant organisational impact.
YOUR SKILLS AND EXPERIENCE
Minimum 10 years’ HR experience with proven expertise in talent management, recruitment, learning & development and conflict resolution.
Strong understanding of international talent markets and external provider ecosystems.
Demonstrated ability to influence senior stakeholders and challenge constructively.
High emotional intelligence, cultural sensitivity and resilience.
Strong organisational and prioritisation capabilities with a proactive, solutions-oriented mindset.
Service-driven approach with the ability to manage confidential and complex situations with diplomacy.
LANGUAGE
Proficient in English and French (written and spoken)
Additional languages are an asset
EDUCATION
Bachelor’s degree in Human Resources or equivalent tertiary education

Advanced use of digital learning tools and talent assessment platforms.
International workforce development and cross-cultural leadership initiatives.
Strategic workforce planning in complex, multi-location environments.
